覆盖于螺旋沟内侧（sulcus spiralis internus）及螺旋器（Corti螺旋器）之上的是盖膜（tectorial membrane），其附着于螺旋板缘（limbus laminæ spiralis），靠近前庭膜的内侧缘。盖膜内侧部分较薄，覆盖于Huschke听齿之上；外侧部分较厚，沿其下表面、与内毛细胞相对处，有一透明带，称为Hensen条纹（Hensen's stripe），系其纤维相互交叉所致。盖膜的外侧缘则明显较薄。Hardesty认为盖膜是耳蜗（cochlea）中的振动装置。其精细程度与柔韧性难以言喻；在横向上的柔韧性远超纵向，且其受触即弯的灵敏程度无法用语言形容。盖膜起源于外胚层，由嵌于透明基质中的细小无色纤维构成（该基质可能是一种软角蛋白），具有柔软胶原性、半固态特性，并具有显著的黏附性。纤维总体横向走行方向自耳蜗桡骨（cochlea）的半径方向斜向顶部。
