颈静脉突是一块四边形骨板，从枕髁后部向外侧延伸，与颞骨岩部相接。从颅骨底面观察（即颅底下面观）时，此骨板更为清晰可见。该骨板的前缘有一颈静脉切迹，当颅骨各部分拼合后，此切迹构成颈静脉孔的后缘。

在颈静脉突的上面，有一条乙状窦沟。此沟向内向前弯曲，与颈静脉切迹及颈静脉孔相延续。颈静脉突的下面粗糙，是头外侧直肌和寰枕外侧韧带的附着点。
