The infrahyoid muscles (a.k.a. the strap muscles) are four paired muscles located in the anterior neck, below the hyoid bone. They act mainly to depress the hyoid bone and larynx during swallowing and speech. These include:

These are mainly innervated by branches from the ansa cervicalis.
